Summery

According to the current laws of the country, the salvation of human lives in urban hazards is the responsibility of firefighting organizations and safety services. What is important in the management of accidents is the saving of lives, and in order to achieve this goal, reducing the time to reach the accident, correct information from the scene of the incident and the availability of appropriate equipment along with expert human resources, can significantly increase the costs Material and spiritual for firefighters and people involved in the incident and relief workers

But given the complexity and breadth of the dimensions and layers of information, it is definitely more powerful than the human mind to collect, store and analyze data and information; a new generation of integrated hardware and software and network information technology systems That transforms cities from traditional forms to smart cities.

Smart cities benefit from new technologies in data collection, such as the use of satellite imagery and its integration with land surveys, and rescue data from field missions in firefighting organizations, infrastructure required by citizens, service providers and provide the government with intelligent decision making. The innovative aspect of this paper is to integrate data and information and analyze them through a location-based tool to intelligent the relief and operations process and build a knowledge-based database of incidents in Fire Organization Address has been.



Introduction

The basic feature of the 21st century in social interaction is the reduction of time and productivity. Concerning safety interactions in urban societies, speeding up relief activities and increasing productivity requires technical and functional mechanisms that require information technology A place can provide some solutions. Establishment of every urban element in a certain spatial position of a certain level of the city is subject to certain principles and rules and a specific mechanism. (Shokoohi et al., 1393: 107) A firewall is one of the service centers that play a major role in the city and is a guarantor of greater safety for human life, and what is important in relation to fire stations is to have quick and timely access to the site of the incident.

Establishing a firefighting database is one of the goals of any firefighting organization for control, management, maneuvering and operation, which, with respect to its field of operation, is based on the use of spatial information in a separate or integrated space. At the same time, along with the operation, the integration to provide relief needs, control and monitoring and maneuver management, so that in a single platform in multiple stations in the city, joint operations with the distribution of management power and responsibilities and facilities shape Take Correct decision making has the potential for quick, accurate and knowledge-based management; one of the most accurate decision making methods is the use of location-based information systems. Theoretical

Considering the increasing trend of urbanization and the progressive growth of the city and citizens in terms of environmental and technological hazards and social challenges, the need to focus on the safety issue is felt more than ever. (Ziari et al., 1393: 69). In general, the steps and priorities of programs and activities in facing and controlling accidents such as traffic accidents, fire accidents, debris, accidents in the well, gas poisoning, accidents, mountain accidents, collapse And other incidents and disasters can be classified into three sections: anticipation, prevention and counteraction. The fire department and the safety services of every city as the trustee of providing city-level security with the traditional ways of urban life today are having many problems. There is no alternative except for the use of world-class technologies in this management. In order to evaluate and understand this intelligent method, first of all, we must consider two categories of natural and humanitarian crises, the natural disaster of natural disasters such as earthquakes, tornadoes, volcanoes, etc., which are often inevitable, and from important points Of these disasters, especially flood and earthquakes, are the focus of their return, in which case more attention should be paid to the safety of the city and humanitarian crises involving explosions, fires and industrial accidents.



Methodology

Considering the theoretical foundations presented in the previous section, in the methodology of resource planning or location-based services, the use of a comprehensive software system in the field of operations and relief, according to the needs of the relief and operation desired design and implementation.

Conclusion

In order to implement intelligent and integrated management in firefighting organizations, it is possible to provide integrated and intelligent monitoring, monitoring and management of incidents in the city, based on spatial information .

From the applied results of this research, recognition and achievement of new approaches in the use of spatial information technology for responding to the needs of users in the field of operation to achieve a solution to reduce time and efficiency, in this regard, strategies such as reducing the time of occurrence Reducing the time of the scene of the relief operation, reducing the time spatial analysis at the scene and creating a database of incidents.
