Abstract

The rapid increase in the urban population has created many challenges for the government and issues related to planning, development and operation of cities, and above all, urban management. Since the 1990s, the concept of a smart city has come to mean almost any technology-based innovation in the planning, development, and management of cities. For example, providing smart solutions to combat urban traffic challenges was one of them. The smart city as an approach that takes into account all aspects of human life, has emerged in the last decade and we can safely say that it has brought together all the theories and approaches that are effective in solving the problems of urban life. The smart city still needs to facilitate the concepts due to the breadth and complexity of the topics. In fact, a smart city is a city where the administration of citizens' affairs, including government services and private sector organizations, is carried out online and around the clock, seven days a week, with high quality and safety factor, using information and communication technology tools and its applications. . In this way, there is no need for citizens to physically move to access government services and private institutions. According to the conditions of the pilgrimage city of Mashhad as the spiritual capital of the Islamic world, as well as the policies of city managers to enter various international arenas, it is seen the need to use smart tools for this metropolis. An important issue that draws the attention of everyone, especially city officials, to urban management is the emergence of urban problems and the growing needs of citizens. Because no city, especially big cities, can claim that they are able to meet their needs alone. Because the process of urbanization has led to global and comprehensive problems and opportunities that require the multilateral participation and cooperation of metropolises. In this regard, the basic issue of the present research is that considering that Mashhad is the second metropolis of the country and considering the existence of the royal court of Imam Reza (a.s.), it has the title of the spiritual capital of the Islamic world, and the policy of the city managers is to try to advance this city. It is towards all-round urban development, and due to the advancement of technology and the synchronization of this city in order to be present in international arenas, intelligentization has been placed in the priority of executive policies. is placed Researches have been conducted on the impact and role of urban smartness in urban management. Some of the studies conducted in this field are as follows:

Mert et al. (2022), in a research titled (Where do smart cities grow? Spatial and socio-economic configurations of smart city development), examined 22 Swiss cities with smart city projects and from a qualitative comparative analysis with the collection Fazi used to determine the configuration of conditions that make some cities more advanced than others in the development of their smart city. The results show that the configuration of a high share of the service sector, the presence of research institutions and high urban density is sufficient for the result, while the size, The population of new residential development and participation in international networks are less secure. Normala et al. (2022), in a research entitled (Analysis of the factors affecting the search and sharing of information in the smart city digital platform: empirical evidence from Indonesia) and with the aim of investigating the factors affecting the search and sharing of information They did in the digital platforms of the smart city. They used a quantitative approach by conducting a survey in eight smart cities in Indonesia with 1,161 respondents

Mohammadi et al. (1400), in the article titled Measuring the impact of the city from smart city indicators, studied the case study of Zanjan city, and the results showed that the parameters are irregularly distributed in the impact and impact plan. Also, the data analysis showed that the variables in the influence and influence section have a high density. Therefore, the purpose of the present study was to investigate the role of smartness in the urban management of a region of Mashhad municipality, which was a descriptive-analytical research method, and the statistical population included the entire resident population. In the region, there was one municipality of Mashhad, with a population of 167/013, and Cochran's formula was used to determine the sample size, and 384 people were obtained as a statistical sample. And in order to respond to the new needs of citizens in their urban life, it has stepped into the arena, which can be effective in solving many problems faced by third world cities. Therefore, the aim of the current research was to investigate the impact of smart city indicators on urban management in a region of Mashhad municipality, and the following results were obtained:

Smartization in the dimension of smart economy with a coefficient of 0.400, in the dimension of dynamics with a coefficient of 0.337, in the dimension of smart environment with a coefficient of 0.729, in the dimension of smart governance with a coefficient of 0.533 and in the dimension of smart territory with a coefficient of 0.745. The performance of urban management was influential. Also, to examine the relationship between urban management performance and smart city indicators, smart economy (r = 0.500), smart dynamics (r = 0.469), smart environment (r = 0.679), smart governance (0.518). = r) and intelligent territory (r = 0.627) is positive and significant. Because the significant value corresponding to these coefficients is less than 0.05. Therefore, it was found that there is a significant relationship between the performance of urban management and smart city indicators in one area of ​​Mashhad municipality.

And finally, from the point of view of the respondents, the results of the one-sample t-test for the variables "smart economy", "smart dynamics", "smart environment", "smart governance" and "smart territory" are as follows:

For the variables "smart dynamics", "smart governance" and "smart territory" the significance value is smaller than 0.05.
