مکان یابی پایگاه پشتیبانی مدیریت بحران مرکزی شهر کرج با استفاده از سیستم اطلاعات جغرافیایی (GIS)

چکیده

چکیده:

در طول تاریخ بشر همواره انواع متعددی از عوامل محیطی به عنوان مخرب ترین بلایای طبیعی شناخته شده است. کلانشهر کرج نیز به دلیل مجاورت با گسل فعال شمال شهر و توسعه نامتوازن آن، دارای بافت های قدیمی و فرسوده و بعلاوه وجود بخش اعظمی از بافت های حاشیه نشین در مجاورت گسل بالقوه، دچار چنین معضلی است. در سال های اخیر احداث پایگاه های پشتیبانی مدیریت بحران در دستور کار سازمان های پیشگیری و مدیریت بحران کلانشهر ها قرار گرفته است. یکی از موارد قابل توجه قبل از احداث این پایگاه ها مطالعه، بررسی و انتخاب مکان جغرافیایی مناسب برای استقرار این نوع کاربری است. مکانی که در شرایط بحرانی محلی ایمن برای پایگاه باشد و همچنین در جهت کارایی هرچه بیشتر پایگاه موثر و مفید واقع شود. پژوهش حاضر به لحاظ هدف از نوع کاربردی است که با استفاده از روش توصیفی- تحلیلی صورت گرفته است. در این پژوهش ما به دنبال یافتن بهترین مکان برای پایگاه پشتیبانی مدیریت بحران مرکزی کلانشهر کرج می باشیم.

براین اساس ابتدا عوامل و معیارهای موثر در مکان یابی پایگاه پشتیبانی مدیریت بحران شناسایی شد. پس از مشخص کردن معیارهای طبیعی و انسانی مؤثر با استفاده از تکنیک مقایسه زوجی (AHP) و نرم افزار (Expert choice)اقدام به وزن دهی این معیارها گردید. در مرحله بعد کلیه لایه های اطلاعاتی در سیستم اطلاعات جغرافیایی (GIS) با یکدیگر ترکیب شدند و پنج موقعیت به عنوان مکان های پیشنهادی جهت احداث پایگاه پشتیبانی مدیریت بحران مرکزی کلانشهر کرج مشخص گردید؛ که در نهایت از بین آنها، یک گزینه به عنوان بهترین مکان انتخاب گردید.

Abstract:

Human history is replete with various types of environmental factors recognized as the most destructive natural disasters. The metropolis of Karaj also has such a problem due to its proximity to the active fault in the north of the city and its unsustainable development, with old and worn textures and in addition to the presence of a large part of marginal textures in the vicinity of potential faults. In recent years, the establishment of Crisis Management Support Base has been on the agenda of crisis prevention and management organizations in metropolitan areas. The study to locate the best geographical site for such a base is a decisive factor, a place that is safe for the base in the time of crisis and also effective and useful as possible. This is an applied descriptive-analytical paper. The current paper aims at finding the best place for the Central Crisis Management Support Base in Karaj.

Accordingly, first the effective factors and criteria in locating the Crisis Management Support Base were identified. These criteria were weighed, having determined the effective natural and human criteria using pairwise comparison technique (AHP) and software (Expert choice). In the next step, all layers of information in the Geographic Information System (GIS) were combined with each other and five locations were identified as proposed locations for the construction of the Central Crisis Management Support Base in Karaj; In the end, one of them was chosen as the best place.
